Open the private recovery-export policy nonblocking so regular-file admission rejects a FIFO without waiting for a writer. Preserve unexpected metadata and release the held policy and lifecycle leases on refusal.

Add regressions through public recovery export and cask installation, checking prompt refusal, filesystem and evidence preservation, and successful retry after explicit fixture reconciliation. Each regression fails against the original blocking reader and passes with the fix.

Run the controlled FIFO release on its own thread: an initial full-suite run exposed starvation of the shared dispatch pool. Keep the same timeout and assertions. All 17 focused lifecycle/export test functions pass.
